There are many ways to blur an image background.
1. Select the background by following these pages: How to use Magic Want Tool in Photoshop - Step by step with Screenshots, How to use Quick Selection Tool in Photoshop - Step by step with Screenshots . Note: you can always inverse the object and background by going to Select>inverse.
2. You can light the background by using Level. Or you can go to Filter>Blur.
