Case 1: It is the USBB cable. Try a different cable.
Case 2: It could be the computers. I can connect the same cable to a computer at home but office. Our iT guy said they setup group policy to disable all external plug-in.
Case 3: If the USB cable is not the ne comes with phone, it could be the cable is only for charging.
Case 4: I fix the problem by downloading the correct drivers from Motorola.
